A City of North Las Vegas business license is required for people and companies conducting business within North Las Vegas or operating a business based within city limits. For a first-time applicant, getting licensed can involve more than submitting a city form. Your business location, zoning, Nevada registrations, tax permits, type of activity, and any industry-specific approvals can all affect the process.
The City of North Las Vegas states that a business must obtain its required license before operations begin. Operating without one can lead to enforcement action, including citations or court action.
The process also changes for certain regulated businesses. Liquor, gaming, massage establishments, marijuana businesses, locksmiths, pawn businesses, mobile food vendors, and several other activities fall into the City’s privileged-license category and are not processed through the ordinary online application route.
This guide walks first-time applicants through the steps and explains what to check before submitting a City of North Las Vegas business license application.

Who Needs a City of North Las Vegas Business License?
The City states that anyone conducting business within North Las Vegas or operating a business based in the City must obtain a business license before beginning operations.
That can include:
- Retail businesses
- Restaurants
- Professional offices
- Contractors
- Service businesses
- Home-based businesses
- Online businesses based at a North Las Vegas address
- Warehouses
- Repair businesses
- Regulated businesses
- Businesses purchasing an existing operation
The license is tied to the person or business entity and the location.
This matters when buying an existing company. The City says a new owner cannot simply continue using the previous owner’s license.
A new owner must apply in the new owner’s or entity’s name.
Applicants can review the City’s current licensing information on the City of North Las Vegas Business Licenses page.
Step 1: Confirm the Business Is Inside North Las Vegas
Before applying for a City of North Las Vegas business license, confirm that the physical business address is actually within City of North Las Vegas jurisdiction.
Southern Nevada contains several separate local licensing authorities. A postal address alone should not be used to decide which city or county issues your business license.
This can become confusing when business owners are looking at properties throughout the Las Vegas Valley.
If your proposed location is outside North Las Vegas city limits, another licensing authority may handle the application.
Confirming jurisdiction early can prevent you from preparing forms for the wrong government agency.

If you are still comparing properties, make jurisdiction one of the first items you check before signing a lease.
Step 2: Check Zoning Before Applying
A business address can be located inside North Las Vegas and still be unsuitable for your proposed activity.
The City’s Planning and Zoning Division reviews business-license requests along with development applications, building permits, home occupations, conditional-use permits, and other land-use matters.
Before committing to a property, check whether the proposed business activity is allowed there.
Questions to ask include:
- Is this use permitted at the address?
- Does the zoning classification allow my business?
- Is a conditional-use approval required?
- Was the space previously approved for the same type of business?
- Will construction or tenant improvements require permits?
- Are there parking or occupancy requirements?
- Does the property have conditions affecting the proposed use?
The City of North Las Vegas Planning and Zoning Division currently lists its office at 2250 Las Vegas Boulevard North, Suite 114.
The City also lists Planning and Zoning at (702) 633-1537.
Checking zoning before signing a long lease can prevent a licensing problem from becoming a real-estate problem.
Kaizen Strategies also works with special use permits, zoning variances, and land entitlement when a business needs more than a standard license application.
Step 3: Set Up Your Nevada Business
Your local business license is only one part of opening a Nevada business.
Before filing with the City, make sure the business entity and state records match the name you intend to use locally.
Depending on the business, that can mean forming or registering:
- A limited liability company
- A corporation
- A partnership
- Another legal entity
- A sole proprietorship where applicable
Your legal business name should remain consistent across your state records, tax registrations, lease, and City of North Las Vegas business license application.
Differences in legal names can create extra questions.
If you are forming a new Nevada company, Kaizen Strategies provides business formation services and assistance with Nevada Secretary of State filings.
Step 4: Handle Nevada Tax Registration
Businesses may also need to register with the Nevada Department of Taxation.
The City of North Las Vegas says every business based within the City must provide evidence showing compliance with Nevada Department of Taxation licensing and permit requirements as part of the local business-license process.
Businesses selling tangible goods generally need a Nevada sales-tax permit.
The Nevada Department of Taxation says businesses that need tax permits can register through My Nevada Tax after obtaining the required federal identification number and business-license information.
The Department also states that local licensing authorities may request proof that a business has completed the needed Nevada tax registration.
Acceptable proof can depend on the local government.
Read the current requirements on the Nevada Department of Taxation Register a Business page.
Do not assume every business needs the same tax permits.
The products sold, services provided, employees, and other business activities can affect Nevada tax registration.
Step 5: Determine Whether You Need a DBA
Your public-facing business name may differ from the exact legal name of the owner or company.
If so, a fictitious firm name filing may apply.
The City of North Las Vegas says that if the business name is different from your legal name or exact entity name registered with the Nevada Secretary of State, a Fictitious Firm Name filing is needed through the Clark County Clerk.
The City notes that this filing does not have to be completed before the City business license is issued, but it recommends confirming that the intended business name is available.
This is commonly called a DBA, meaning “doing business as.”
Suppose your legal entity is:
Silver Peak Hospitality LLC
but your storefront operates as:
Desert Moon Cafe
That difference may call for a fictitious firm name filing.
Keep the legal entity name and DBA clearly identified when completing government applications.
Step 6: Choose the Correct City License Type
Not every City of North Las Vegas business license follows the same process.
Many standard business applications can be submitted online.
Privileged licenses are different.
The City currently identifies activities such as the following as privileged:
- Arcades
- Amusement machines
- Liquor
- Gaming
- Locksmith businesses
- Solicitors
- Sexually oriented businesses
- Secondhand businesses
- Pawn brokers
- Mobile food vendors
- Massage establishments
- Marijuana businesses
The City says privileged applications are not accepted through the standard online process because they require suitability investigation.
These applications must be submitted by the method the City requires, which can include in-person or mail submission.
If you are opening a regulated business, do not start with an ordinary online business-license application and assume the City will convert it later.
Identify the classification before filing.
Kaizen Strategies assists clients with business licensing as well as privileged and liquor licensing.
Step 7: Submit the North Las Vegas Business License Application
For business classifications accepted online, the City uses its Citizen Self-Service portal.
The City updated this portal in June 2025 and required existing users to re-register using the same email previously connected to their accounts.
The City’s Permit Application Center directs applicants to Citizen Self-Service for online services and inspection scheduling.
Before beginning the application, gather information such as:
- Legal business name
- DBA when applicable
- Business address
- Mailing address
- Business ownership information
- Contact information
- Description of business activity
- State registration information
- Nevada tax information
- Property or lease information when requested
- Industry licenses when applicable
The exact records depend on the business classification.
Answer the application using the actual business activity rather than trying to pick a description simply because it sounds easier to license.
The City needs to know what will really happen at the property.
Step 8: Complete Required Reviews and Permits
Submitting a City of North Las Vegas business license application does not always mean the license is ready for issuance.
Other City divisions or outside agencies may have to review the business first.
Depending on your business, reviews can involve:
- Planning and Zoning
- Building Safety
- Fire-related requirements
- Health permits
- State professional licensing
- Nevada tax registration
- Suitability investigation
- Other agency approvals
Food Businesses
The City says businesses selling or preparing food must obtain the applicable health permit through the Southern Nevada Health District before the City business license is issued.
Contractors
Contractors generally must first have the applicable Nevada State Contractors Board license.
The City says a contractor with an office located in North Las Vegas, or one using North Las Vegas as the first participating jurisdiction under the applicable licensing arrangement, can then seek authorization through the City.
Regulated Businesses
Liquor, gaming, massage, marijuana, and other privileged businesses face extra review.
The application route and records differ from a standard commercial business.
What If You Are Buying an Existing Business?
Buying a business does not mean you acquire the seller’s City of North Las Vegas business license.
The City’s current FAQ is explicit on this point.
A business license is issued to a particular person or entity at a particular location and cannot simply be used by a new owner.
If you purchase an existing business, you need to apply in the new owner’s or entity’s name.
That means licensing should become part of your purchase planning.
Before closing, check:
- Existing business-license status
- Proposed new ownership
- Business classification
- Zoning
- Lease assignment
- State registrations
- Sales-tax records
- Industry-specific approvals
- Whether the business is privileged
If the company holds liquor, gaming, massage, marijuana, or another regulated license, an ownership change can involve a much more detailed process.

Buying the assets does not guarantee that government approvals move with them.
What If You Operate From Home?
Home-based businesses still need a City of North Las Vegas business license when they are based within the City.
The City instructs home-business applicants to contact Planning and Zoning first to determine whether the proposed activity is allowed as a home occupation.
If the activity is allowed, the owner can proceed with the business-license and home-occupation process.
Before applying, think about what will happen at the residence.
Questions can involve:
- Customer visits
- Employees
- Deliveries
- Inventory
- Vehicles
- Equipment
- Signs
- Noise
- Storage
- Business activity conducted outside the home
Do not assume that an online business automatically falls outside local licensing simply because customers never enter the residence.
The City states that businesses based within North Las Vegas still require local licensing.
What Businesses Need Extra Licensing?
Some business types need approval from another agency before the City can complete its own process.
Examples can include:
Restaurants and Food Businesses
Health permits may be required through the Southern Nevada Health District.
Contractors
A Nevada contractor’s license may be required before applying for local authorization.
Businesses Selling Goods
Nevada tax registration and a sales-tax permit may apply.
Liquor Businesses
Local privileged-liquor licensing requirements apply.
Gaming Businesses
State and local gaming requirements can apply in addition to the standard business-license process.
Massage Establishments
Massage establishments fall within North Las Vegas privileged-license categories and can face suitability review.
If your business falls within a regulated industry, identify all required agencies before trying to set an opening date.
One missing approval can keep another license from being issued.
Do You Need More Than One Business License?
You might.
The City states that separate licenses are generally required for each branch, establishment, or business location.
Separate licenses can also be required for different classes or types of business even when they operate under the same name and at the same location.
There is a stated exception for certain business classifications that all pay license fees based on gross revenue at the same location and under the same business name.
For a business owner, this means one LLC does not automatically equal one City license.
If the company has multiple physical locations or performs several separately licensed activities, check with the City’s Business License Division.
Its current contact information is:
City of North Las Vegas Business License Division
2250 Las Vegas Boulevard North, Suite 110
North Las Vegas, NV 89030
Phone: (702) 633-1520
The City currently lists public counter hours as Monday through Thursday, 8:00 a.m. to 5:45 p.m.
What Happens After the License Is Issued?
Getting the City of North Las Vegas business license is not the end of the owner’s responsibilities.
Licenses need to remain current.
The City says it sends renewal notices, but the owner remains responsible for renewing on time even if a notice is not received.
Late payments can result in penalties.
The City states that a business license can be revoked for nonpayment when required fees remain unpaid for 60 days after expiration.
Keep your mailing address and business information current so licensing correspondence reaches you.
A business should also review licensing requirements when making changes such as:
- Moving locations
- Changing ownership
- Adding business activities
- Changing a DBA
- Opening another location
- Changing the legal entity
- Adding a regulated activity
Do not assume the original City license automatically covers a major business change.
Common First-Time Applicant Problems
First-time business owners can avoid many licensing problems by checking a few issues before filing.
Signing a Lease Before Checking Zoning
A commercial lease does not prove that the City will allow your proposed business activity.
Check the use first.
Applying Under the Wrong Business Name
The legal entity, tax records, lease, and local application should clearly identify the same business.
If you use a separate DBA, make that distinction clear.
Applying Through the Standard Portal for a Privileged Business
North Las Vegas does not accept its privileged-license applications through the normal online process.
Identify the classification before filing.
Forgetting Nevada Tax Registration
The City requires businesses based within North Las Vegas to show compliance with applicable Nevada Department of Taxation requirements.
Assuming the Seller’s License Transfers
It does not.
A new owner needs a new City license in the appropriate name or entity.
Opening Before the License Is Issued
The City states that the business license must be obtained before operations begin.
Submitting an application is not the same as receiving the license.
Forgetting Outside Agency Approvals
Health permits, contractor licenses, liquor approvals, gaming approvals, and other regulatory requirements can affect issuance.
